My guess is that the writers originally wrote the end of S2 with the intent to treat the carnival freaks as regulars for the third season (just like the books). But while storyboarding the third season, they realized there were too many characters to comfortably fit them all into the home stretch. So the freaks got the axe.
I do think the final episode feels somewhat rushed, but honestly, there's no way that Book 13 had enough story to fill two hours of television. And they weren't able to pad it out (like they did some of the adaptations of Season One books), since most of the storylines had been resolved in "The Penultimate Peril."
